EMBRACING DIGITALISATION: KYRGYZPATENT’S ROADMAP TO FULL DIGITISATION BY 2026

In the Kyrgyz Republic the State Programme for the Development of Intellectual Property and Innovation outlines an ambitious plan of a digital future for Kyrgyzpatent. It aims to digitize all interactions between applicants and the institution by 2026.

The heart of this transformation lies in the adoption of digital platforms, which will act as a bridge between rights holders and content users. These platforms will empower authors by enabling them to autonomously manage the rights to their creations. Notably, this digital shift introduces exciting capabilities such as the incorporation of 3D models into electronic patent applications and the integration of artificial intelligence in the patent examination process.

As of January 2023, a modest 4.36% of applications are submitted electronically to Kyrgyzpatent. However, this statistic is set to undergo significant change as the State Programme for the Development of Intellectual Property calls for legislative and institutional modifications, administrative regulation adjustments, and an amplified role for digital services.

Zarif Khudayberdiev, Director of the IPChain Association's representative office in the Kyrgyz Republic, lauds the state programme as a substantial foundation for future endeavours. He acknowledges that the path to establishing advanced digital services within the intellectual property realm necessitates active participation from stakeholders, as well as the creation of a trusted data exchange infrastructure for intellectual property rights and assets. In line with this vision, the IPChain representative office in Kyrgyzstan, in partnership with Kyrgyzpatent, has been diligently constructing a network of nodes based on blockchain technology since 2021. This collaborative effort aims to lay the groundwork for a secure and reliable platform that facilitates the exchange of intellectual property data.
