STRENGTHENING IP COLLABORATION: EAPO AND AZERBAIJAN DISCUSS FUTURE INITIATIVES

On June 7, 2024, Grigory Ivliev, President of the Eurasian Patent Office (EAPO), met with Kamran Imanov, Chairman of the Board of the Intellectual Property Agency of the Republic of Azerbaijan. A key topic of discussion was the development of interagency cooperation in expertise and information technology (IT).

Grigory Ivliev highlighted the Eurasian Patent Office's initiatives to create a unified expert information space. Notably, he mentioned the Eurasian Accelerated Patent Prosecution Programme (EA-PPH), designed to reduce duplication of work and costs for applicants. The discussion also included the potential participation of Azerbaijan in the Eurasian Project for Electronic Exchange of Priority Documents and the Pilot Programme for Enhanced Information Search and Preliminary Patentability Assessment of Inventions.

In the context of IT dialogue, the EAPO proposed developing an electronic document exchange between the offices and invited Azerbaijan to join the CISPATENT pilot project. This project, an evolving regional database of patent documents, aims to enhance the quality of search and examination processes.

This year marks the 30th anniversary of the signing of the Eurasian Patent Convention. Grigory Ivliev shared plans for celebrating this milestone. The Administrative Council of the Eurasian Patent Organisation (EAPO) will convene meetings in July and September 2024 to review 30 years of accomplishments and outline plans.

Kamran Imanov also provided an overview of recent achievements by the Azerbaijan Intellectual Property Agency. He highlighted the establishment of a 24/7 document reception system for patenting and registering industrial property objects through the digital information system “Open Target for Patents and Trademarks”. Additionally, to ensure transparency and access to information, the agency created the Register of Industrial Property Objects—“open registers” for inventions, utility models, industrial designs, trademarks, and geographical indications.

The meeting explored prospects for bilateral cooperation, the use of EAPO services in expert examination, fee indexation issues, and other aspects of collaboration.
