Global Forum on Intellectual Property and Innovation Held in Beijing

On March 27, 2025, the Global Forum on Intellectual Property Protection and Innovation, part of the Zhongguancun Forum Annual Conference, was held in Beijing under the theme "Reform and Innovation: Intellectual Property Empowering New Quality Productive Forces." High-level representatives, including Daren Tang, Director General of the World Intellectual Property Organization (WIPO), Shen Changyu, Commissioner of the China National Intellectual Property Administration (CNIPA), and Sun Shuo, Vice Mayor of Beijing, delivered keynote speeches.
Daren Tang identified digital technology and deep science as key engines of innovation, with digital technology now accounting for a third of global patent filings. He acknowledged the significant contribution of China’s digital economy and addressed the challenges posed by rapid AI development. WIPO, he said, is responding with tools like improved copyright technologies and an AI policy framework, while also promoting deeper global cooperation on IP.
Sun Shuo highlighted Beijing’s comprehensive efforts to reform its IP ecosystem, including building pilot areas for IP protection and finance, ensuring fair legal treatment for domestic and foreign enterprises, and fostering a business environment that is open, law-based, and innovation-driven. The city aims to serve as a model for IP development under the national IP Powerhouse Country strategy.
The forum also featured in-depth discussions by Chinese and international experts on deepening IP reforms and strengthening IP’s role in emerging fields and innovative economic development.
