Four Universities Sign On to Raise IP Awareness and Services in Cagayan Valley, Philippines

Four universities in Cagayan Valley, Philippines — Cagayan State University (CSU), University of Saint Louis (USL), Quirino State University (QSU), and Saint Mary’s University (SMU) — have joined the Innovation and Technology Support Offices (ITSO) Program of the Intellectual Property Office of the Philippines (IPOPHL).

With a Memorandum of Agreement signed on October 9, 2024, these universities expand the region’s access to intellectual property services, joining existing ITSO members Isabela State University and Nueva Vizcaya State University. As part of the ITSO network, these institutions will offer training and support for researchers, faculty, and external clients in areas such as patent drafting, prior art searches, and commercialization of IP assets.

They are also tasked with promoting IP awareness and creating IP ownership and revenue-sharing policies. IPOPHL Director General Rowel S. Barba praised the universities for advancing the IP culture, which fosters innovation and protects creators’ rights, benefiting local communities and industries.
