MYANMAR IMPLEMENTS CUSTOMS RECORDATION SYSTEM FOR COPYTIGHT PROTECTION

Myanmar has strengthened its IP enforcement framework with new customs procedures for copyright and related rights. On September 11, 2025, the Ministry of Finance and Revenue issued Notification No. 107/2025, establishing customs recordation rules under the Copyright Law of 2019. A follow-up Announcement No. 1/2025 clarified the security requirements for detained goods.
Registered rights holders may now apply for customs recordation to prevent the import or export of pirated works. Applications may be submitted in English or Myanmar, and can be filed in person, by post, or electronically. Each recordation is valid for two years and renewable. In cases of suspected infringement, rights holders can request a suspension order, supported by evidence and a security deposit of MMK 10 million (approx. EUR 4,100) or 10% of the goods’ customs value.
These measures mark an important step toward aligning Myanmar’s IP enforcement with international standards, offering rights holders a more effective tool for border protection.
