Uzbekistan: Advancing Intellectual Property Administration Through Strategic International Cooperation

Uzbekistan has formally launched a significant international cooperation project aimed at modernising its intellectual property (IP) public administration framework. The initiative brings together the Ministry of Justice of the Republic of Uzbekistan, the Korea International Cooperation Agency (KOICA) Office in Uzbekistan, the Ministry of Intellectual Property of the Republic of Korea, and the Korea Institute of Patent Information (KIPI). Supported by KOICA with funding of approximately US$9.73 million, the project will be implemented over a five-year period from 2025 to 2029.
The programme is designed to strengthen Uzbekistan’s IP administration by upgrading core digital infrastructure, including its IP Administration and IP Adliya information systems. Key objectives include improving the efficiency, accuracy and resilience of IP processes, expanding access to high-quality digital IP services for businesses and individuals, and enhancing institutional capacity among IP officials. The project also supports Uzbekistan’s wider digitalisation agenda, with a focus on transparency, user-centric public services and increased public engagement with the national IP system.
Representatives from both Uzbekistan and South Korea emphasised the strategic importance of the initiative in supporting innovation, protecting rights holders and delivering sustainable digital reform. The cooperation draws on South Korea’s experience in advanced digital IP governance, including the use of artificial intelligence-enabled solutions to modernise administration and data management. Initial implementation activities will include technical assessments, system and database reviews, development of future-state process models, AI data preparation, and baseline performance surveys, ensuring a structured and practical approach to long-term IP system enhancement.
