China has taken a major step toward strengthening its intellectual property (IP) enforcement framework with the rollout of the “Opinions on Lawfully Combating Intellectual Property Crimes to Support High-Quality Development”, recently issued by the Ministry of Public Security. This comprehensive directive reinforces the country’s strategic commitment to protecting IP rights as a cornerstone of innovation, industrial growth, and market integrity.
The "Opinions" set a clear roadmap for enforcement, emphasizing four key focus areas: scientific innovation, advanced industries, cultural development, and public safety. It introduces a more proactive and coordinated approach to tackling IP crimes —covering everything from trade secret theft to counterfeit goods —through every stage of the IP lifecycle.
