Shanghai Leads in Data IP Protection with New Pilot Program

Since launching pilot regulations in December 2024, Shanghai has received 348 applications for intellectual property (IP) registration of data products, according to the Shanghai Intellectual Property Administration (SIPA). These applications cover key industries such as AI, biomedicine, and finance, highlighting the growing importance of data-driven innovation.
Over 130 data products are now listed on the Shanghai Data Exchange, generating transactions worth over CNY 140 million (approx. EUR 17.54 million). Additionally, more than 10 companies have secured bank loans totaling over CNY 200 million (approx. EUR 25 million) by using registered data assets as collateral, showing how IP protection can open up financing opportunities.
SIPA noted that the program has gained national attention, with over 20% of applications coming from 16 regions outside Shanghai. As data continues to drive innovation, Shanghai’s efforts are setting an example for developing legal frameworks to protect data-related IP across China.
