CHINA STRENGTHENS IP TRAINING WITH NATIONAL AND INTERNATIONAL PROGRAMS

By the end of 2023, China's intellectual property (IP) talent pool grew to 860,000. The China National Intellectual Property Administration (CNIPA) focuses on creating high-level IP talent hubs in Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area. Initial achievements include improved training systems, enhanced talent exchange, and advanced career paths. Beijing has awarded advanced IP titles to experts and set up a National Laboratory IP Expert Advisory Committee, while Shanghai and Guangdong have developed international and national IP training programs.

Since the "14th Five-Year Plan" began, efforts to train IP talent have intensified, with over 150 retraining sessions for local IP administrative personnel focusing on new fields like big data and artificial intelligence. The China Intellectual Property Training Center has played a key role, training nearly 2,000 participants in alignment with national strategies and conducting 19 international training sessions. Tsinghua University is developing a "Professional Master's Program in Intellectual Property" and will launch a new "Intellectual Property and Innovation Policy" joint master's program with WIPO, starting in September. These training initiatives aim to enhance job performance and cultivate new quality productive forces through expanded training channels and coverage.

Beijing, Shanghai, and Guangdong have made notable progress in advancing IP initiatives as they develop talent hubs. As reported in the Global Innovation Index 2023 by the World Intellectual Property Organization (WIPO), China stands out globally with 24 science and technology clusters among the top 100. The Shenzhen-Hong Kong-Guangzhou cluster ranks 2nd, while Beijing and Shanghai-Suzhou are 4th and 5th, respectively.
