CHINA NATIONAL INTELLECTUAL PROPERTY ADMINISTRATION WORK PLAN FOR 2023

On May 28, 2023, China's National Intellectual Property Administration published the key points of work in 2023, which include legislative work, such as proposing a new round of amendments to Trademark Law, the amendments to the Detailed Rules for the Implementation of the Patent Law and introduced more substantive examination of designs and utility models.

1. Comprehensive and in-depth study and implementation of the "Guidelines for Patent Examination", ensuring that intellectual property work always progresses in the right direction guided by the Party, and resolutely pursue the development of intellectual property rights with Chinese characteristics in the future.
2. Continuously strengthen the party building and the construction of a clean and honest government. Carry out disciplinary inspections in strict accordance with regulations and disciplines, and carry out timely supervision of problem indications and quality assessment of cases. Continue to conduct inspections, audits and discipline inspection and supervision, and improve the ability of discipline inspection organizations at all levels to supervise and enforce discipline.
3. To vigorously improve the quality and efficiency of intellectual property examination. Formulate the annual goals and tasks of examination work, set and maintain high quality standards, and promote the renewal of examination concepts, technological innovation and work innovation to achieve new results.
4. Continue to strengthen the construction of the intellectual property protection system. Promote a new round of amendments to Trademark Law and its Implementing Regulations, improve the legislative work on geographical indications, and push forward the revision of the "Regulations and Administration of Collective Trademarks and Certification Marks".
5. Actively promote the transformation and application of intellectual property rights, and implement in-depth the special plan for patent transformation. Continue to improve the reform of empowerment of scientific and technological achievements. Promote the smooth implementation of the patent open licensing system. Initiate the pilot implementation of the patent declaration system for funded scientific research projects. Formulate guidelines on intellectual property rights risk prevention in venture capital investment.
