On April 23, 2025, President Xi Jinping of the People’s Republic of China and President Ilham Aliyev of the Republic of Azerbaijan met in Beijing to formalize a Comprehensive Strategic Partnership. The meeting, held at the Great Hall of the People, culminated in the signing of more than 20 cooperation agreements spanning key sectors including trade, science, law, culture, transportation, and, notably, intellectual property.

Among the most significant developments was the signing of a Memorandum of Understanding between the China National Intellectual Property Administration (CNIPA) and the Intellectual Property Agency of Azerbaijan. The MoU, executed by CNIPA Commissioner Shen Changyu and Azerbaijan’s Foreign Minister Jeyhun Bayramov, establishes a framework for enhanced collaboration in the fields of patents, industrial designs, trademarks, and geographical indications.

This agreement reflects the two countries’ shared commitment to strengthening their legal and institutional IP ecosystems in support of broader economic and technological ambitions. By placing intellectual property at the forefront of their strategic cooperation, China and Azerbaijan are demonstrating a joint commitment to fostering innovation-driven growth.
