KAZAKHSTAN ENACTS FIRST AI LAW IN CENTRAL ASIA

Kazakhstan has adopted its first dedicated law on artificial intelligence, marking a regional milestone. The law was signed by President Kassym-Jomart Tokayev on 17 November 2025, following parliamentary approval in late October.

The legislation establishes a framework for the development and use of AI systems in the country, with a focus on safety, transparency, and responsible deployment. It includes provisions on data protection, ethical use, and sector-specific application standards, reflecting the growing adoption of AI across industries such as healthcare, education, finance, transport, and media.

The law also introduces rules relevant to intellectual property. It provides a legal definition of an AI prompt and recognises the possibility of copyright protection if the prompt reflects creative and intellectual input. Copyright owners may refuse the use of their works for AI training, and the use of protected works for training models is not considered free use for research or education unless permission has been granted.

In addition to regulatory measures, the law includes plans to establish a national AI platform to support the development, testing, and implementation of AI technologies. According to Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, the new framework is intended to strengthen the country’s technological position, encourage investment, and support AI-driven innovation and entrepreneurship.
