China’s National Intellectual Property Administration has introduced a new enforcement initiative aimed at improving compliance across the country’s IP agency sector. Working together with the Ministry of Public Security and the State Administration for Market Regulation, the authorities will conduct a three-month review focusing on improper filing practices and unqualified service providers.

According to CNIPA, the campaign will focus on agencies and individuals involved in serious violations, including falsified applicant information, fabricated or abnormal patent filings, and acting on behalf of malicious trademark applications. Enforcement will also address unqualified service providers and improper commercial solicitation. Cases suspected of criminal activity will be transferred to public security authorities for further investigation.

As part of the initiative, IP service providers are required to conduct internal compliance checks and correct improper practices, including the transfer of agency licences, misleading online advertising, and continued operations by entities that no longer meet regulatory requirements. According to CNIPA, the goal is to promote a more transparent and professional IP services environment and support higher-quality development of the sector.
