Seven Chinese regulators have jointly developed and published a set of rules for production and use of generative AI. These rules will come into force on 15th August.
These rules differ from the initial draft, which was published in April this year. The final version of the document eliminates some unnecessarily harsh provisions which were in the preliminary draft. The authorities promise to fully encourage the innovative development of generative AI. These new rules don’t provide penalties for offences which are related to this technology.
However, it is important to note, that developers and providers of generative AI services should “adhere to basic socialist values”. Content that undermines national security, fundamental principles of the state or defames the country’s image is strictly prohibited.
The new rules highly guarantee the protection of intellectual property rights. Content which is created by artificial intelligence must be clearly labeled as “artificially created”.
By introducing these regulations, China is planning to find a balance between, on the one hand, technology development and, on the other hand, the protection of social values and national interests. In this way, China intends to introduce responsible use of generative AI technologies for the benefit of the country’s citizens and the entire global community.
